    Paul Kagamé du Rwanda est parvenu à éliminer les habitudes d’utilisation des véhicules de service. Un jour #Kagamé a eu assez de payer le carburant, les frais de réparation, les pièces de rechange, les lubrifiants, les frais d’assurance, les frais de renouvellement et toutes ces autres coûts qui font qu’un véhicule coûte cher. Il a amené tous les véhicules au stade de Kigali et les a vendu aux plus offrants.

    Le gouvernement Rwandais a vendu en tout 4000 voitures sur les 5000 du parc automobile du pays. Le “Zero Fleet Policy” (politique zéro véhicule) a commencé en 2005. Le fonctionnaire Rwandais aime bien les 4×4 comme les fonctionnaires Burkinabé; c’est comme une histoire d’amour. Ces engins coûtent souvent jusqu’à 60 ou 70 millions CFA. La grande question que le gouvernement Rwandais a dû se poser est la suivante: pourquoi l’Etat doit payer pour qu’un individu se présente à son lieu de travail? En tout cas, c’est celle que je me pose tout le temps. Il y a des
    millions de Burkinabé qui se débrouillent pour arriver sur leur lieu de travail; pourquoi le contribuable devrait payer pour certains privilégiés?

    Dans le nouveau système #Rwandais, les hauts fonctionnaires de l’Etat peuvent acheter à crédit des véhicules hors-taxe sur 5 ans. C’est le véhicule que ces fonctionnaires utilisent pour leur travail; à l’échéance du crédit le fonctionnaire devient propriétaire. Le reste de
    l’administration a droit à un pool de véhicule commun.
    Certaines catégories (urgence, sécurité, etc.) bénéficient néanmoins de véhicules de service; avec ferme interdiction de les utiliser en dehors du service.
