The Americans with Disabilities Act, International Building Code, and International Residential Code all require exterior stair railings in both homes and buildings.  Each state also has particular codes for exterior stair railings, as does each city and local municipality.  

These rules and regulations set forth height, length, and other considerations an individual must follow when installing stair railings.

General Home Stair Railing Requirements

Generally, homes having more than four stairs must have at least one mounted railing.  If your steps are open, install the railing on the open side.  Again, always confirm the current rules and regulations and check your state and local district.
