Federally Qualiffied Health Centers are non-profit health providers serving low-income and medically underserved areas. They offer a range of healthcare services, from primary care to mental health and dental services, regardless of the patient's ability to pay. Federally Qualified Centers are required to have a patient-led board of directors.

Rural Health Clinics (RHCs) specifically aim to provide access to primary care to those living in rural areas. They are not required to offer a sliding fee scale unless verified by the National Health Service Corps and do not have to provide the comprehensive range of services found in a Federally Qualified Center. Rural Health Clinics are also not required to have a board of directors.

Federally Qualified Centers offer broader services, including dental, mental health, and substance abuse services, whereas Rural Health Clinics primarily focus on primary care. Federally Qualified Centers must also provide after-hours care, whereas Rural Health Clinics do not.

        Location. While both serve underserved areas, Rural Health Clinics are specifically rural, whereas Federally Qualified Centers can be in both urban and rural settings.

        Leadership. Federally Qualified Centers are required to have a patient-majority board of directors. Rural Health Clinics have no such requirements.
